Lombardy and the energy industry: LE2C's Market Analysis for more autonomous and sustainable businesses

Discover LE2C's Market Analysis, carried out as part of the European Repower Industries project, which offers a comprehensive overview of the energy and industrial sector in Lombardy, identifying concrete opportunities to strengthen the self-sufficiency and competitiveness of businesses.

The European context: REPowerEU and energy security

In recent years, the European energy market has faced growing instability, amid geopolitical factors and rising gas prices. In response, the European Union has launched the REPowerEU plan, with the aim of reducing dependence on fossil fuels, diversifying supply sources, promoting energy savings, and accelerating the development of renewable energy.

The Repower Industries project and the role of LE2C

To guide businesses towards greater energy self-sufficiency and competitiveness, LE2C, in collaboration with the Directorate-General for Local Authorities, Mountains, Energy Resources and Water Use of the Lombardy Region, has developed and published a Market Analysis as part of the European project Repower Industries.

The analysis provides up-to-date data, concrete scenarios, and strategic guidelines for identifying real opportunities in the Lombardy energy and industrial sector, accelerating the transition to sustainable and resilient models.

The LE2C Cluster, a project partner, represents the Lombardy ecosystem, involving regional stakeholders and experts and promoting the exchange of best practices and knowledge with a view to international collaboration. The Directorate-General of the Lombardy Region participates as an Associated Policy Authority, integrating the analysis with energy and industrial planning priorities.

Repower Industries objectives

The project supports regional and national industries in achieving greater energy self-sufficiency by improving the effectiveness of public instruments and funding dedicated to the energy transition. The aim is to maximize the impact of investments, reduce costs for businesses, and promote a more sustainable and competitive industrial model in Lombardy.

The strategic role of Lombardy

As the industrial heart of the country, Lombardy is a key region for analysis. Milan, the regional capital, is also an important center of innovation and technological development at the European level. Investing in energy efficiency, emissions reduction, and the integration of renewable sources into production processes is essential to strengthening the resilience and sustainability of the industrial fabric.

Key technologies for industrial transition

The analysis examines the main solutions available for decarbonization and industrial autonomy:

  • Renewable sources: bioenergy, solar, wind, and geothermal energy to reduce dependence on fossil fuels.
  • Heat recovery and waste reduction: optimization of residual energy to increase efficiency.
  • Energy storage systems: strategic tools to balance supply and demand and ensure grid stability.
The integrated approach to decarbonization combines technological innovation, energy efficiency, improved production processes, and greater material circularity.

An integrated approach to decarbonization

Reducing industrial emissions requires a combined approach based on:

- technological innovation;
- energy efficiency;
- changes in fuels and raw materials;
- improved production processes;
- greater circularity in the use of materials.

Towards the Regional Action Plan

The results of the Market Analysis form the basis of the Repower Industries Action Plan, providing concrete guidance to support the PREAC, the Lombardy Regional Energy, Environment and Climate Program, the planning tool that guides regional policies towards decarbonization, sustainability, and competitiveness of the production system.

The project promotes investment, self-sufficiency in energy production, and regional resilience, aligning itself with European climate objectives.
