RISE - Resilient Innovation EcoSystems for EU Value Chains

The main objective of the RISE project is to accelerate innovation deployment and promote sustainable interregional cooperation. The 24-month project (2023-2025) received around 1.2 million from the European Interregional Innovation Investment Instrument (I3) programme.

THE CONTEXT

Climate change has raised as a critical global challenge requiring an alignment between economic and environmental policies. As circular economy is locally anchored and driven by innovation, there is no better than regional ecosystem to position themselves in the driving seat to drive the circular transition of the EU industry. This however requires a meta-structure to coordinate regional ecosystems and proper investments into the right technologies and business models – both from private and public sources. Less developed regions are indeed facing most obstacles to circular integration within their industry and are in need for further policy development but also flagship investments to promote and bring circularity to scale. Such investment scaling however requires an interregional approach and cohesion support could help tackle key obstacles standing on the way.

OBJECTIVE: INTERREGIONAL INNOVATION ECOSYSTEMS

The overall objective of the project RISE is to accelerate the deployment of innovation, promoting the drivers and investment needed for sustainable and successful interregional cooperation. RISE will provide its support by engaging the quadruple-helix ecosystems.

SUPPORT FOR LESS DEVELOPED REGIONS: BULGARIA, SLOVENIA, PORTUGAL

RISE will provide support in building and reinforcing innovative and resilient ecosystems and advice in the identification of investment projects through three less developed regions in Bulgaria, Slovenia and Portugal.

The RISE project focuses its activities on supporting entities and projects aligned with the green and digital transition and smart manufacturing, in less developed regions of Bulgaria (Severozapaden), Slovenia (Vzhodna Slovenija) and Portugal (Alentejo), around three main strands:

1. Mineral Raw Materials
2. Forest biomass
3. Bioenergy and Sustainable buildings

The project aims to bring on board relevant expertise from three transition (Finland, Sweden, Spain) and two developed (France, Italy) regions. 

 

PROJECT PILLARS

RISE is built on 5 major pillars:

1. Focus on innovation for less developed regions (Bulgaria, Slovenia, Portugal);
2. Providing support in key areas;
3. Identify shared S3 (Smart Specialisation Strategy) areas;
4. Place SMEs at the centre of activities;
5. Developing a pipeline of relevant projects.

LE2C's role

LE2C in the project is responsible for Work Package 4 - Pipeline of investment projects. The work focuses on the development of innovative interregional investment projects using the networks of all partners (less developed, transition and developed). The result will be an operational solution to combine the capacities of the various EU regions. This will allow the partners to identify the best possible ideas/projects and use the successfully matched partners from the target regions (from the quadruple helix) to facilitate a process of creating joint innovation investment plans and in the end mature them in preparation for the real market.

To carry out this activity, pitch & matchmaking events will be organised to identify the most promising projects and initiate the development and support process in the investment phases by referring to the interregional innovation ecosystems created in the early stages of the project.
